How do I get Notifications via Text?

To get Notifications from www.pensra.org via text   

1. Vist Services:Profile-Phones 

   Opt in and designate a phone number to receive Text messages
   Click Update

2. Visit Services:Profile-Messaging

   At Services:Profile-Messaging select which Notifications will be sent via Text
   Click Update
